The October 25, 2009 I wrote a column titled "tax strike" http://no-al-populismo.blogspot.com/2009/10/huelga-de -impuestos.html motivated by the increase in income tax of 28 to 30% and VAT from 15 to 16% proposed by the Government Federal lawmakers and endorsed by the PAN and the PRI. Since then I have tried to comply with the strike as possible. It has been difficult for those who are contriBUEYentes captives, but personally I think if I reduced my footprint in the treasury at least to offset the tax increase.
Now I want to make another call to extend the strike but in terms of local taxes for those who live in Nuevo León. The PRI government headed by Rodrigo Medina is going to prescribe a new tax, although he promised not to campaign (also promised to give his life for NL to bring security and less has been achieved). Although many states already canceled the recovery of possession, Medina and his PRI cronies are going to prescribe a state tenure from 2011. She's been saying he wanted to hide vehicles from 2001 to 2006 models with value less than 200 thousand pesos shall be exempt, but they say that the discount only applies for 2011, not future years. And is only because in 2011 will be no change of plates and with the revenue offset the exemption for these models.
tenure has always been an unfair tax. Was created to finance the Olympics in 1968 and was supposed to be temporary, but the governments of the PRI maintained forever. Even it was declared unconstitutional by the Supreme Court of Justice of the Nation but only for those they cover. Since the presidency of Fox, even though the tax on the federal role remains, the collection and use of those resources was left to the states. In the 2007 budget proposed by President Calderón destroy (delete) the possession, but under pressure from governors, legislators postponed their disposal until 2012. In 2009 some PAN legislators proposed to advance their disposal to promote the automotive industry that the crisis was greatly affected in that year, but again under pressure from governors (mostly PRI), was not approved.
Hoy Nuevo León tiene el nada honroso primer lugar de la deuda pública más alta en términos proporcionales respecto a sus participaciones federales (el money the Federal Government sent to the states by the shares of federal taxes as income tax and VAT, as well as oil revenues) and yet the PRI in the local Congress authorized him another 4 billion pesos for 2009 Rodrigo Medina beyond those already 29 billion that we all neoleoneses. And so we see that debt, as all citizens who pay taxes. Where do they think they will pay money for? Governments do not create wealth, it removed the company from taxes supposedly for the benefit of all (security, health, education, public works, etc..). That debt will be paid by taxpayers who are taxpayers, and most likely be new taxes or increasing existing ones. Or does anyone think that in future the government of Rodrigo Medina will take austerity measures to reduce the fat state bureaucracy, reduce their sinecures, so generated savings with which to pay the debt?
I would have no problem paying the possession of my car if he saw that the money will be used to benefit the community. If I see that the state government of Nuevo Leon were doing their work in public safety, if he saw they were taking steps to reduce the fat bureaucracy, wasteful spending. But we do not see anything like that, unlike still spending as if money was given in the trees. And it only takes one example to show the insensitivity of this government, to highlight not know how to govern and that it has among its priorities the benefit of the community:
Medina has spent nearly 400 million pesos this year, the worst in terms of public insecurity, to promote its image. With that money could hire 1500 police officers with a salary of 20 thousand pesos a month (twice what they pay now) for a year. That is, if Medina had our safety as a priority would have stopped spending on your image (in spots pay to Televisa, Multimedia, TV Azteca, deployed in newspapers, online advertising, etc.) and today we would have a police force that was fighting the crime that robs, kidnaps, extortion and murders every day in Nuevo León. Many young people today are unemployed and have good values, love for their community, have agreed to risk their lives protecting us with a living wage at that level. Does such a decision is so hard to take?
And yet there are people defending Medina and criticizing states that does not help. If the criticism was well worth what people think and want, can you imagine how it would behave if all you applaud their bad decisions and give pats on the back? No, the rulers have to criticize, let them see what they are doing wrong, they know that citizens are not happy with their work. That their decisions can have consequences, but how can there be improvement or change? Have voted for them should not be a blank check to support their mistakes.
And make no mistake, especially those who are PRI or sympathize with them, not because it is critical to Medina PAN. I'm not. How easy it is to cancel an argument saying that criticism is for partisan reasons, with that want to wash the shame of supporting inept. This criticism applies to leaders of any party. The Federal Government spends too much Calderón PAN image, money that could be used elsewhere. And that is my criticism of Calderón's October 25, 2009 as an example. And the same applies to Marcelo Ebrard, the PRD, which spends too much on image. Or the case of the State of Mexico Enrique Peña Nieto is the biggest spenders in their personal advancement.
current topic is the new state holding the PRI government in Nuevo León, Rodrigo Medina is going to prescribe the next year and will be used to further promote its image and spending money hand over fist leaves our pockets. But unlike the ISPT we deducted from our salaries, or pay VAT on every purchase products or services, tenure if it is easier to make a tax strike. It is time for citizens to organize to show us the politicians, bureaucrats, who are our employees and can not spend our tax dollars without consequence. I invite you to pay no tenure or endorsement in 2011, the more people join us in this struggle citizen will have more chance of success.
There are several ways to strike against tenure. Right thing will be to promote protection. Already, civil society organizations that support those who decide to shield us. I personally do the latter seek way. Twitter follow through to @ noalatenencianl to stay informed. The possession limit for paying the endorsement and replaqueo is the last day of March, so we have time. For those who have relatives or friends living in Coahuila can also terminate their plates in Nuevo Leon and move them further by using a proof of address provided, avoiding the payment of tenure. Or if you plan to buy a new car, you have to buy in Coahuila. This option is attractive also because if in the future decide to sell the car no one will devalue the value of holdings in arrears. Finally you can also choose the option of simply not pay. Many people already do, I know several who have walked for years with cars without tenure. The government has never done anything to collect from defaulters, nor will it always take care to carry out unpopular measures. The downside of this approach is that if you participate in a traffic accident, the agent can take to recover the vehicle and have to pay all arrears.
I invite you to forward this letter to everyone you know who live in Nuevo León. It is critical that we organize civil society so that we can push the performance improvement of our rulers. To understand once and for all who are our employees who must care for public money they can not spend it, steal it, without consequence. Do you have the courage or will it? Democracy is not just voting on election day. Democracy is for all to participate seeking the common good. Do not fall into the trap that all parties use to justify themselves, to pretend that the criticism is partisan electioneering purposes. Meditate and acts. Dany
